My phone has always had issues with using maps when not connected to WiFi. Now I can’t use anything unless it’s connected to WiFi. And it won’t update the carrier settings.

I see from your post that you're having trouble using Maps on cellular data and your iPhone is not able to update it's carrier settings.
Are any other apps having an issue with using cellular data or is it only Maps?
Take look at the article Update your carrier settings on your iPhone or iPad to find out the different ways you can update your carrier settings.
