How do I delete an app off my iCloud

I have an app that’s in an endless loop and when I delete the app and then restore it it comes back with the iCloud settings it left with so I don’t think I need to delete it completely off the iCloud first and off my iPad and then restart it from Apple apps but I can’t get it off my iCloud how do I do this

When you delete an app that should delete the data associated with it. Try deleting the app in the settings first. Settings>General>iPad Storage. Let the list of apps load, find the app and tap on it. Delete it in the next screen. Restart your iPad and then try downloading it again.
