Im trying to get my apple music on my new phone but it says I have to wait 73 days to associate my device with my AppleID.

Im already signed in with the same apple ID that Ive always used and its working for everything else on the new phone except apple music. I have even disconnected my old device from my apple ID account and signed out of apple music and everything from the old phone. I don't understand this limit because 1) it is the same apple ID so this shouldn't even apply to me and 2) IF I PAY FOR APPLE MUSIC I SHOULD HAVE ACCESS TO MY MUSIC!

How do I fix this?????

*also sorry for the all caps but I have been at this for hours and am very frustrated.

iPhone 7 Plus, iOS 12
