I have a custom sound in the System Preferences sound effects and it had previously been used to announce new mail but that is no longer the case and there appears to be no option to select that sound under the Mail Preference New Messages sounds. How do I restore that?

Mail 11.5
iMac 21.5", macOS 10.13
BTW: restart mail after dragging an MP3 into that ~/Library/Sounds path.
I'd not choose to disable SIP for this, which means avoiding the system-wide Library directory.
Or if that doesn't work for your needs, use a rule that triggers an AppleScript to play whatever, if you don't like the stock sounds.
