How to manage photos into albums?

Man this ecosystem is insane.

So I have about 500 pictures that are organized into folders on my Windows 10 PC. I bought an iPad 9.7" 6th gen 2018 version running the latest version of iOS.

I synced all the pictures from the parent folder and now they are in my iPad as a jumbled mess of pictures. OK so iOS doesn't care about your windows folder structure.

I delete all the photos and need a way to organize them into "albums" so my iPad will show them in separate folders. There doesn't seem to be a way to do this in iTunes.

The windows 10 Photos app can sort of do this, but then I can't figure out how to send those photos in those albums to the iPad.

I searched online and all I get are $40 apps that seem to do this. I don't understand why the iOS ecosystem doesn't allow for a drag n drop system or a way to preserve and view by folder structure.

Is there any app or way I can just arrange my pictures into "albums" on my PC and then sync them to my iPad so I can create some kind of usable folder structure?

On Android it's literally as easy as just dragging it and viewing by folder. Would appreciate any help, I have spent the last 2 hours on google and cannot find anything useful on this.

Thanks.

When you sync photos using iTunes, you must have one parent folder that includes all of the photos that you want to sync. Within that one parent folder, you can have one level, and one level only of sub folders that you can include in the sync. You can have as many sub folders within the parent folder as you like as long as you restrict it to one level only, and as long as you have the space on the device to store all of the folders.

Are they organized into many level of subfolders on the PC? How do they show up on the iPad? Do you not see the folder names? iPad can only take 1 level of folders (they will become the album name after syncing). It goes something like this:

C:\Users\MyName\Documents\Pictures\PhotosToSync\New York

C:\Users\MyName\Documents\Pictures\PhotosToSync\Los Angeles

C:\Users\MyName\Documents\Pictures\PhotosToSync\Orlando

Once PhotosToSync folder has been sync'd, you will have 3 albums, New York, Los Angeles, Orlando. You can't have many more folders inside each of the 3 folders (New York, Los Angeles, Orlando) listed above. If you want more albums, they must be at the same level as the 3 folders mentioned in the above example.
