My daughter is trying to set up a new iPhone with a new apple ID, but after verifying phone number and email address with their respective sent codes, the screens just keep rolling back to verifying the phone number and email address again. Updated iOS, and still happens. Any suggestions?

We tried a restart, and using a different wifi network, neither of which solved the issue of creating a new Apple ID on the phone.
As a work-around, we ended up using a computer to go to appleid.apple.com and then set up the new Apple ID there. We then used the already set-up ID to log into iCloud/AppStore on the phone. Doesn't solve the iPhone's issue, but solved our acute need to set up the phone.

Do you have access to another WiFi network where you can try? That has worked for several people.
