Ask To Buy Not There

I purchased 2 new iPads and reassigned an existing one. Used iTunes for Backup and Restore of existing child account to one of the new iPads. Now all 3 accounts in <Settings>, <My Name>, <Family Sharing>, shows my kids names, all with ages reflecting their true age (8,7,5), but Ask to Buy is not there. It use to be there for 1 of the kids who's had an iPad for a few years now. Now since moving her account to another iPad via iTunes Backup/Restore her Ask to Buy option has disappeared.
