i gave my daughter my old iphone, before i did i created her family/child account and without thinking, i enabled ask to buy, problem is, i no longer have an active i-Device, is there any way i can disable ask to buy or approve it without another device?

You need to sign into her device to turn off Ask to Buy. Make sure you turn off iCloud syncing before you sign in. When signing her out, if iCloud asks you if you want to keep the data, choose yes.
