Bookmarks icloud sync problem on ipad

Hi! Recently I can't have my old ipad 4 sync bookmarks through icloud. I did try this to solve the problem but it failed:

Turn off iCloud Safari sync on all devices

Backup current bookmarks on Mac

Delete bookmarks on all devices

Turn on Safari syncing on Mac

Restore bookmark backup file to ~/Library/Safari folder

Turn on bookmark syncing on all iOS devices

My iphone-imac are properly syncing bookmarks through icloud but not the ipad anymore.

The strange thing is that the ipad will show the up to date browsing history of the other devices.

The ipad is also syncing address book and calendar properly, only the bookmarks are failing to sync.

Thanks for using Apple Support Communities. It's my understanding that your bookmarks aren't syncing between iCloud and your iPad. You've done an excellent job trying to get this resolved! The remaining steps in the link below can help:

Thank you for your reply. Unfortunately that did not solve the problem.

Again one thing I find weird is that I can see the recent browsing history of other devices (imac and iphone) on my ipad, but the bookmarks are still not showing. It used to work. Should I restore the ipad? Could it solve the problem? Is there another solution? Thanks!

Hi! Talked to Apple Support on the phone. This issue cannot be fixed. iPad 4 is still supported but has become obsolete in some regards. It is stuck to ios 10.3.3 so it will not be able to sync properly when other devices are running on recent os/ios.
