The iOS 12 “Measure” App, for iPad, does not include the Level function. The Level function is only available on iPhone.
This is perhaps not surprising as the iPad, when compared with iPhone, is comparatively large/heavy/fragile.
If you need a level function for your iPad, there are a number of third-party alternatives that support iPad and iPhone in the App Store. One of the better and most flexible alternatives is Clinometer.

So, there is another good solution right there
Which iPad Pro model do you own?
The new 11” iPad Pro with Face ID.
That’s a shame. Most iPads are in cases with stands. An iPad stood up on a shelf would be a great level.
It also means that Apple documentation is wrong.
Rigid makes a bubble level app for iPad where the bubble level tubes go the full length amd width of the screen and also includes and full size screen clinometer.
