how to stop Junk mail filtering

Mail is totally useless for Junk mail filtering. I can get 2 emails from the same sender and one of them will go to the Inbox and the next will go to the Junk mailbox. I have disabled Junk mail filtering in Preferences and it still sends random email to Junk. I've tried creating a Rule for the email that continually ends up in Junk with the action to send the message to the Inbox and that doesn't stop it either. Ideas would be appreciated. Thanks.

Mail>Preferences>Junk> disable Junk mail filtering.

If your email account filters junk mail on the mail server, messages might be moved to the Junk mailbox even when this option isn’t selected.

iCloud: Manage junk mail in iCloud Mail

If Junk mail is not working for you as expected you can turn it off in Mail>Preferences.

You have the option of installing a third party spam filter. ex.
