Remote Management

I am trying to set up a previously used iPhone 7. I have erased and restored the phone but every time I go through the set up process it shows a remote manager and asks for user name and password. I know that you can often remove this in settings, but I cannot access settings in the set up as a new iPhone or restore to iCloud back up. Bottom line...how do I remove management if I cannot access settings yet?

You can't. Bring it back to the reseller and ask for a refund.

MDM was imposed by the previous owner (perhaps it was a "company" iphone).

Without the requested credentials, that device is useless.
