I have purchased more iCloud storage so I can back up all my photos as I have a new iPhone and don't want to loose them. I am getting very frustrated as I have had my new phone 4 days now and have not been able to start using it yet as it saying the back up is complete but when I go onto cloud on the laptop the last photos are from April 2018 so a years worth of photos are not backing up

Backing up to icloud and syncing to icloud are 2 different things.

Ok so how do I get all my photo onto iCloud so I can start using my new phone without losing them all?
Photos will not back up onto iCloud
