Question on sharing of app

My daughter purchased the “calm” app yearly subscription under her Apple ID for $69.99 for the year. We have family sharing enabled. When I downloaded the app on my phone, it’s making me pay $69.99 for me to use it. Is there a way around it? I’m the organizer on the account, wondering if That’s why it’s not working... do I have to buy it instead of my daughter? Is it normal that you have to pay the yearly subscription cost on both phones?
