Solved. I drilled down to every setting and found it in Accessibility>Keyboard>Slow Keys. Slow keys was on and set to 0.4. I turned this setting off and it is fixed. I had already reset the keyboard settings but that did not change the "Slow key" setting in Accessibility.

I agree with rbrylawski.
One keyboard Bluetoothed to two devices simultaneously seems like it could be an issue.
Try un-pairing or turning off Bluetooth on the iPhone and see if this keyboard case works better with just the iPad getting the Bluetooth signal, by itself.
May not be an Apple iPad issue, but a Zagg keyboard case issue.
Is the case fully charged up?

Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
Is the iphone 6 nearby and still paired when you're trying to type on the keyboard tied to your iPad? It may be having an issue with the double pairing, even if Zagg says it can be paired to more than one device, my guess is it's being slowed by also being paired to the iPhone.
I tried a hard reset but it did not resolve the issue.
The Zagg Nomad has the capability to pair with two bluetooth devices, so I tried button #2 with my Iphone 6 with the same IOS version and the keyboard worked perfectly with the Iphone 6 . So, I tried pairing the IPad on button #2 and I still have the problem.
It seems the issue is only with the Ipad. It is a 5th Generation Ipad.
Did it work OK with the iPad only (not also connected with the iPhone)? If it did, you have your answer. It doesn't matter what Zagg says, iOS devices need to be paired with a Bluetooth device individualy.
I tried it with the Ipad only. I just wanted to show it would work with the iphone ok.
I'm glad you figured it out.
