Just to make sure: quick actions are enabled or disabled separately for different kinds of files - e.g. you can have them shown for pdf, or images, but not html or word files, for example.
So if you checked the box when you had a jpg selected, it may not be checked for a pdf, say.
Here is an interesting quote from MacRumors: "The actions available to you will depend on which applications you have installed and any pre-existing Apple scripts on your Mac. Apple is encouraging third-party developers to add support for more Quick Actions in their apps, but you can also create your own custom ones using the Automator app."
Just to add, if the Finder Extensions are disabled in System Preferences > Extensions > Finder are disabled they won't show at all.

Yes. I have observed that file type dictates what shows up but the pdf creation does appear for word processor files—my focus.
I've tried .xls, .doc, .docx,.pages... They all have the extension actions checked, but won't show up in Finder.
All checked for Finder in Extensions, System Preferences.
Sorry..does NOT appear for word processor files. I've noticed that "Create PDF" and "Markup" show up for .jpg files, but not "Rotate" or "Trim"--they are both checked.
Odd: No rotate for .jpgs, No create PDF or word files.??
Now I see a rotate for jpgs -- have to click on "more".
