Can you change the family organizer to a different adult with a different app I’d and phone?

My husband got set up as family organizer by mistake when setting up new phone. I had to get a new Apple ID for my phone because it was syncing our stuff together.

He does not know how to use Family Sharing and the only time I can change anything is when he’s home. By that time I forget.
