This is the BIG issue/problem with iCloud.

Apple iCloud is more of a data “syncing” service and much less a data backup/storage service.

You can turn off all iCloud services for the Photos app, in the Settings App, under Photos and Camera and then delete the images off of your iPad, but then you can never sync that iPad for photos/images using iCloud ever, again.

If you do, the moment iCloud sees that you removed the images from the iPad, iCloud will delete those deleted images off of your other iCloud photo sync’d devices.

This is why I never iCloud for photos/images.

I use a real data storage/backup service, like Google Drive/Photos, Flicker, DropBox, BOX, Amazon Cloud services or similar data storage/backup services.

Best of Luck to You!
