I want to be able to use the new iPad mini for car navigation (Google Maps), does it have GPS built in or is it only available on WIFI+CELLULAR as in all previous iPad min?i

It has a sort of GPS system, but not a true GPS. If your intention is to use it for navigation in your car, you really should by the Cellular iPad. Otherwise, it's not going to work as you would hope.
