How do you delete a app that is in the iCloud
I deleted an app and then I tried to reinstall it but it comes up with a cloud and not get does that mean it was in the iCloud if so how do you get rid of it permanently

That just means that it is an app that you previously downloaded from the App Store. Also, if it was a paid app you do not have to pay for it again. It is not part of your iCloud storage.
