Format Paintbrush for Mac?

Does Mac OS X have anything that duplicates the function of the formatting paintbrush in Windows? I understand that Pages might. I'll take what I can get but would LOVE to have one that works in Mail and other Mac apps.

The editing functions on a mac when a screenshot is taken make zero sense. In fact, they don't actually seem to provide any functionality whatsoever other than creating straight or wavy lines with a variable width. HOW DO YOU USE THESE? I've already asked the question. Ctrl+shift+4 takes a snapshot of whatever it is that you're working on - and then it opens up in a window (that can't be moved by the way) with several editing functions that do not have any common sense as far as functionality or usability. I cannot find ANYTHING online authored by anyone who can explain just exactly how to use these tools. I feel it is a great disservice having no information that supports the use of these basic tools.
