Series 4 - ECG Configuration

I bought an apple watch from US, and configuring it in India, I am unable to configure ECG, it throws me an error stating that The ECG app is not available in this region. Does that mean that it is not available in India? if yes, then when can I expect it to be available in India?

The ECG feature can only be used in the US or it's territories for now.
