To remove items in iCloud Drive, go to the Files app, tap "iCloud Drive", find the item(s), tap "Select" on the top-right of the screen, tap the items you want to delete, then tap "Delete" on the bottom of the screen.

To manage iCloud storage used by other apps/services (such as Photos or Messages), go to Settings, tap your iCloud account on the top, tap "iCloud", then "Manage Storage". Here, you can tap on any listed app and delete all of it's data that is on iCloud. On some apps, it lists the individual items stored in iCloud; swipe left on any of the items to delete it.
