Making Folders on iPhone X (IOS 12.1.4)

New to the iPhone world. Trying to create folders to place my app icons into (eg - "Finance","Social Media", "Games", etc) Instructions on the internet say to hold the icon for a couple of seconds and then drag it to the top of the screen where a "new folder" icon will appear. However, I can't seem to drag any icons. If I hold it down for a couple of seconds I get a context menu for the app, with no ability to drag it anywhere. Furthermore, if I hold down on empty space nothing happens. What can I do?

You are not holding, you are pressing too hard. This is why the context menu appears.

Gently tap the app and keep on holding your finger on it without pressing into the screen.
