ICloud working with outlook on Windows 10 PC

I am following the ICloud setup on my Huawei Matebook Pro and I have hit an impediment.

I can not follow the directions because I get in an error loop.

**note--I took some screen shots, this photo is technically not possible to see both at the same time.

The error says for me to do something that I cannot do...

THE ISSUE: It says "repair TO USE ICLOUD IN OUTLOOK" (I have outlook installed) -- This is not an uption under CHANGE.
