iCloud for Windows won't open

I've installed iCloud for Windows on my PC running Windows 10 version 1803. When I try to open it from the Start menu, I see a window with my user name, but all the options are grayed out, and the wheel spins non-stop until finally displaying "authentication failed". I've uninstalled & reinstalled icloud for windows and get the same result.

I have several folders that appear when I log into icloud.com using my Apple ID, but when I choose icloud drive in File Explorer, the folder is empty. I need to get those folders into iCloud drive so I can access them on my iPad.

After reviewing your post, it sounds like there is a problem because of the "authentication failed" message. Take a look at the "What if I can’t sign in to iCloud?" section.
