Tracpad not working on one profile, but works in others

I have a MBP mid 2012, 16GBRam i7. Under my profile the tracpad functions correctly, however, under my wifes profile it does not work. Bluetooth Tracpad and mouse work only. Log out of her profile and the builtin tracpad starts working again. I have checking settings until I'm blue. Help?

My problem is more subtle. Plus it is a newer trackpad . For me the scrolling gesture does not work on just one account. I have gone into settings and even edited the settings from the command line and still nada. Following this thread in case your solution ends up helping me.
