magic mouse swipe

I have a magic mouse 2, a 2015 Macbook Pro and OS 10.14.3.

My mouse has had an annoying problem for a long time (years): if I move one or two fingers even slightly left or right on the mouse surface, the active window scrolls horizontally slightly, in the same direction as my finger.

In Mouse prefs, under the "More gestures" tab, both swipe choices are not checked.

In Accessibility>Track Pad and Mouse preferences>Mouse options, if scrolling is checked (whether with or without inertia) the undesired horizontal scrolling occurs. If scrolling is not checked, ALL scrolling (including vertical) gets turned off, which is not something I want.

Despite having gestures unchecked, in most windows of most apps horizontal scrolling occurs if my finger moves horizontally. It's almost impossible to avoid this effect. In effect, this causes many windows to "wiggle". As a result, double clicks often do not work as intended because the window moves slightly between the two clicks.

This is very annoying, and constantly interferes with my workflow.

Does anyone know of any way, including a possible terminal command, simply to disable all horizontal scrolling and swiping?

Thanks for all suggestions.
