Payment Verification error

For some weeks now, I’ve been encountering problems on my Apple ID. I’m not able to download new apps because I keep getting feedbacks that I need verify my card details. I've continuously done this but the response I get is iTunes unavailable to make purchases. I’ve tried to add new card to my account but the option has been locked out. I really don’t know what to do again.
