Are there ramifications for Blocking or Un-Blocking emlog.pl?

I see that the file "emlog.pl" is currently blocked from incoming connections by my Firewall.

My question is: If I Un-Block this connection, will there be ramifications to my computer's operation or security? Please note that this requires a simple "Yes or No" response.
