vanished restrictions passcode on iPad mini

Yikes! We previously saved a password to enable restrictions on our children's iPad Mini. Now, it appears that the password-protection feature is gone. The iPad mini now allows anyone (including the child using it) to just open up the restrictions section, and alter it as they please. Previously the iPad Mini asked for a "restrictions password," but not any more.

Settings >> Screen Time >> Content & Privacy Restrictions >> Content Restrictions

That entire chain is now done easily, without any requests for a "restrictions password." Please help!
