Why can I not select "encrypt by default" in mail
Unable to sign or encrypt by default, as both options are greyed out and state that no valid certificates can be found.

Welcome to Apple Support Communities! I understand that you’re unable to enable “Encrypt by Default” in the Settings app on your iPhone for one of your mail accounts because the option is grayed out. I’d love to provide you with some information that should help.
To send an encrypted message, you must have a certificate for each recipient in your Keychain. Oftentimes, this only works in an Exchange environment. Once you have a certificate for your recipient, you can then follow the steps outlined in this support article: Use S/MIME to send encrypted messages in an Exchange environment in iOS
