First, you’ll want to make sure that Apple Pay is available in your country or region. Here’s how: Countries and regions that support Apple Pay
Please keep in mind that Apple Pay Cash is only available in the United States.
Once you’re able to confirm that information, I recommend testing on both Wi-Fi and cellular data. If you’re on a Wi-Fi network, please attempt using another good known Wi-Fi network to see if you can setup Apple Pay.
When your iPhone is connected to a cellular network, you want to make sure that Wallet and Settings is enabled in Settings > Cellular.
Lastly, I recommend checking to see if the date & time on your iPhone is correct. You can check that by navigating to Settings > General > Date & Time.

Hi I’m also unable to set up Apple Pay on iOS 12.2. There is no Wallet & Apple Pay in the Settings next to iTunes & App Store like it should be in the pictures I’ve seen and my peers’ phones as well. There is also no blue ‘+’ button in my Wallet app.
I am experiencing the same problem
I have tried all of these steps, restarting the iPhone, and signing out of iCloud and back in.
I have the same problem...
