Limit hotspot on child’s phone

I would like to know how to limit my child’s access to the “hotspot” feature on their phone. All the parental controls, screen time limits, safety features are useless once the child realizes they can simply tether another device and do whatever they like. YouTube and Snapchat all night, for example. How can I restrict this?

There's currently nothing that keeps a phone from being able to connect to any given network. However, the Screen Time limits don't reset once they connect to a different wi-fi or hotspot. The limits are based on how long they have used those apps across all of their devices connected to the same Apple ID. It sounds like there may be something else going on here or there's a bug that I haven't hear of yet. I would get their device, set a limit for an app to just a few minutes and see if you are able to replicate it by connecting to a hotspot once the limit is reached.
