It’s not letting me download or update any of the apps on the apple store it keeps saying “Unable to Download App” and it’s been like this for two whole days. I’ve tried restarting it, with or without the WiFi. Please help.

What country are you in and what countries store are you trying to use?
Do you have a VPN app installed? Which one, and why? (as opposed to manually configuring the VPN connection in settings)
I tried it with out the VPN and with it and it still does not work

It's pretty much guaranteed not to work with VPN enabled, unless the end point of your VPN is in the same country as your phone is located. You should also check your region in Settings/General/Language & Region. The app is fairly small, so it should download on cellular data or Wi-Fi. But also go to Settings/iTunes & App Stores and check Use Cellular Data, and go to Settings/Screen Time and turn it off (or add the App Store to Always Allowed) and to Content & Privacy Restrictions and check iTunes & App Store Purchases setting.
