How do you turn off the "emergency contacts have been notified". It won't let me do anything on my phone or turn the phone off.

Force restart the phone. On an iPhone 8 or later: Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then press and hold the Side button until you see the Apple logo.

Ignore the slider bars and wait until you see the Apple logo before you release the side button.
