Cannot download an older version of macOS

I had to do a recovery of my 2011 Macbook Pro (and Air) using internet recovery. The version that it ships with I don't have tied to my iCloud account (so I would never be able to log in) so in the past I've downloaded macOS High Sierra from the App Store using another Mac (my 2017 MBP). Apple seems to have made every single version older than Mojave unavailable to download.

Is there any way at all that I can get High Sierra? I have 2 MacBooks that I literally cannot use...

MacBook Pro 13", macOS 10.14
