What happened to my RAW photos in iCloud Photo Library?

I recently decided to go all in on iCloud Photos, especially after reading that my full quality CR2 RAW Canon images are supported. I upgraded 2 TB iCloud account, and I have Optimize Storage turned on for all my iOS devices and one of my two Macs (a 2013 Air). My 2011 iMac is still getting originals.

I was playing around with RAW mode today and a LOT of things happened that I did not expect.

I shot a group of RAW+JPG photos and some RAW only photos.

I synced the photos I took to MacOS Photos on my Air.

Almost immediately after syncing, the RAW+JPG files disappeared from my library, literally in the middle of me browsing the newly imported photos. After poking around a bit I noticed that they were in my Recently Deleted items. Fine. I recovered them and they ended up back in the library.

After a few more minutes the real fun started. I went to do some edits on the RAW files. By now the cloud sync was finished and based on my research into how iCloud Photo Library works I expected to be able to download and edit the full size RAW file from the iCloud. But, all of the RAW only files are now converted to JPG. All of the RAW+JPG files are now converted the JPG. I can't find any way to access the RAW versions that were sync'd to the cloud. Even direct download from iCloud.com results in only JPG files. As far as I can tell, the RAW files no longer exist. Anywhere.

Using the information presented here (https://support.apple.com/en-us/HT204977) as a reference, this does NOT seem to be how things are supposed to work. I'm about 15 seconds away from going all-out on iCloud and all in on Adobe which I do NOT want to do. What am I missing about iCloud Photo Library and operations with RAW?
