Ask Microsoft if you want the app to run on an older iPad with an older iOS.

Microsoft has removed all older iOS versions of its apps, including Skype, from Apple’s iOS App Store servers at the beginning of 2019.
So, no way to get Skype for 6, 7, 8, 9 year old iPad models running iOS 9.3.5, or earlier, any longer.

While MS does not support any of their Apps for anything older than iOS 10, its apps work just fine on devices capable of iOS 10,11 or 12. That goes for Skype, Skype for Business and TEAMs. Use of any MS Office app (Skype for Business, TEAMs, Word, Excel, Powerpoint, OneNote, OneDrive) with an iPad Pro does require an Office 365 or Business subscription login though.
