Syncing to itunes with iPhone XR

I need help figuring out how to give my computer “permission” to sync. I keep getting a message saying “iTunes could not connect to this iPhone. You do not have permission”

Unlock your device before you connect it to USB. Respond positively when asked to trust the computer.
