Even though my iPad says I need to back up to iCloud, I am unable to complete backup. My WiFi signal is quite weak where I am located. Could this be the reason backup can’t complete?

Absolutely it could be a major factor in your ability to backup. Either backup to iCloud when you have a stronger Wifi signal, or use your computer and backup to iTunes directly.

Thanks so much for your prompt answer. It was very frustrating trying over and over again. I will wait as I have no computer here.
Use a friends house with a better Wifi signal or even stop by any Apple Store and they'll help you.
On an island with poor coverage everywhere and many miles from Apple Store. Just have to wait till back in civilization!
