Downloaded the packet tracer .dmg from https://www.netacad.com/group/offerings/packet-tracer/ ; went to open .dmg file and nothing happens.

No disk image will “run” anything. You must run the the installer after mounting the image.
Looks like the .dmg file only loads the "disk" in the finder window instead of prompting credentials for install. Checked my disk utility and saw 3 mounted images.
Nothing happens with the link you supplied either — except a 404 web error.
