Files downloaded from Icloud are MP4 and MOV and 720p instead of 1080p

I have a XS Max

I recorded a bunch of short videos, when i downloaded them to my PC i found 1/3 are MOV the rest MP4 and most are 720P, 2 are 1080.

I have my settings set for 1080 at 30fps.

1. why are there 2 formats in my phone? - (all recorded in normal apple camera app) - i thought they all would be MOV as it's apple....
2. if i have my settings at 1080 then why am i getting some at 720 when it wasn't zoomed in at all.
   1. the only thing that did record at 1080 is the slowmotion stuff
