Have books on cloud but still have them downloaded on my phone

I read a lot of books and pdfs on my phone, and a lot that I download from internet, and so things not on the Books store. I have them on iCloud in case my phone ever dies, but because they are on the cloud, I have to constantly redownload them - and since i’m on the road a lot, I don’t have data for this.

Is there a way to have my pdfs and books on the cloud, but still have them all downloaded on my phone, so i don’t have to download them all the time?

The photo shows how they’re all not downloaded, I’m annoyed with having to download them every time I wanna read and wasting my data, since I read fast.
