Adding Gift Cards to Apple Wallet, iPhone 8+

Today I attempted to add a couple gift cards to Apple Wallet on my 8+ iPhone but for each one after I click the ’Add to Apple Wallet’ button I get the message “Safari cannot download this file.” They are all cards I have I have added to my wallet previously - Cold Stone, Cost Plus World Market, and Panera. What’s going on? My software is updated and running iOS 12.2
