Unable to add Apple Store Gift Cards to Wallet

I have tried to add some new Apple Store gift cards to my Wallet. I am using the Edit Passes method. However after scanning the QR code and selecting the “Open in Safari” selection, I get this message in Safari:

This website is trying to show you a Wallet pass. Do you want to allow this?

the two options are Ignore or Allow.

When I select Allow, Safari does not open the add to wallet page, but returns to the Favorites page.

I have tried several times, including closing Safari and Wallet.
