How to get rid multi colored circles and blue circles showing up

I get these circles from time to time in safari and chrome that sometimes go away and then other times, it just stays there forever and it disables everything so I can't force quit. My only solution now is to shut down and re-start which I heard is really bad for my laptop but does anyone else have this problem?

I think what you're referring to are the 'Wait' cursors, think Hourglass in Windows, showing that the OS or Application is currently active or processing something.

This is normally prevalent when a webpage is trying to or running a plugin in the background which is taking a lot of memory or processor time.

Sadly there are very few fixes for this as it's quite normal operation, not to hard freeze things for extended time but for wait cursors to show up.

Rebooting is not bad for your laptop, however, if you are having this problem outside of just websites it may be a sign of a larger issue with your system.

Hope this helps.
