Disabled iPhone

Hi,

I need help. I can't go passed this page on the i-phone. I gave my old i-phone to my sister and removed it from my i-cloud. How do I reset the phone or go passed this page on the phone? She needs to set up an apple log in and all but how can she do that if she can't go passed this page?
