“Couldn’t load file” error for any Outlook attachment

I am having the exact same issue on my iPhone 7s. Here is what I have tried so far, none of which have worked:

1. Remove account from Outlook app and re-add.
2. Remove Outlook app from phone and re-install.
3. Completely wipe phone and restore from iCloud Backup.
4. Upgrade to newest iOS available for my device (12.3).

Really getting frustrated, as I depend on my phone for all communication in terms of email. Not being able to view attachments or inline images is causing huge productivity issues.

I did email Microsoft from within the app, but their response was very canned.

Not sure about the statement that it has to do with being an Admin... I added my account to another phone, and it worked just fine. Can anyone else confirm the above?

Note: I am an ADMIN in the current O365 tenant, so MattAberdeen could be on to something.

Having same issue on my iPhone 8+. Works fine on my ipad

That doesn’t seem to explain my issues, with works fine on my iPad and not on my iphone8+. Same ID, which I don’t believe is an admin acct.

Same thing. Glad not to be alone. Tried a lot of things and it's recurrent (sometimes it's working, some other not).

I'm also O365 admin.

Note: any other app like Mail is opening the attachments without any issue (with App password in my case because MFA is activated).

As noticed by others, I finally created a new admin only account (which is in fact I think a good practice) and converted my account into a normal one. All attachments are downloading correctly now.
