Every time I’m trying to download anything from the app store it says “Apple Media Services Terms and conditions have changed” and I can’t agree to them because it would show up over and over again.
I tried to click through all 17 pages which didn’t work as well as canceling and trying again.

I’m having the same issue. I’ve reseted my phone to factory setting twice but the problem still exists. Can anyone actually fix it?
Cancel works but doesn’t let me download the App .
Media License coming up again and again.
Tried restarting phone and logout and login from itunes nothing works.
Using iphone 8 plus.
Issue coming for installing new apps.
Changed from PayPal to credit card and nothing changed
Nothing would help you until Apple resolves an issue on the server. It's happening on their side and not on your iPhone.

I have same issue. I can only update apps cannot download new ones.

We do not know. We are all in the same boat.
I'm pretty sure Apple is aware of it and it will be fixed probably tomorrow just like a Face ID/Touch ID authentication was fixed the next day.

You are going to have to be patient and wait. Apple is aware and working on a solution.
